KELC Technical Assistance for
Collaborative Community Work
Dr. Chris Smith, the evaluator for KELC, developed a collaboration model used by KELC based on three separate collaboration measures or tools.

Based on Six Principles of Measurement:

Each of the 12 KELC county groups used these collaborative measuring surveys. The results were compiled by Dr. Smith and have been shared with the county groups for their use in strengthening their collaborative work in meeting the educational and service needs of young children and their famiies. The surveys may be used again by the groups to measure progress in collaboration.
