KELC Technical Assistance for
Collaborative Community Work

Dr. Chris Smith, the evaluator for KELC, developed a collaboration model used by KELC based on three separate collaboration measures or tools. Click here for the Community Collaboration Assessment Tool.

Levels of Collaboration Scale

Measures:

 

Partnership Assessment Scale

Hardy, B., Hudson, B. and Waddington E. (2000).  What makes a Good Partnership? A Partnership Assessment Tool. Leeds: Nuffield Institute for Health.

Based on Six Principles of Measurement:

  1. Recognize and accept the need for partnership
  2. Develop clarity and realism of purpose
  3. Ensure commitment and ownership
  4. Develop and maintain trust
  5. Create clear and robust partnership arrangements
  6. Monitor, Measure, and Learn

Measures:

 

Each of the 12 KELC county groups used these three collaborative measuring surveys.  The results were compiled in 2009 by Dr. Smith and have been shared with the county groups for their use in strengthening their collaborative work in meeting the educational and service needs of young children and their famiies.  The surveys may be used again by the groups to measure progress in collaboration.
