2010 Goals & Objectives
Goal 1: Increase Access
Increase access to high-quality, evidence-based services to at-risk pregnant women, infants and toddlers in un-served and under-served counties throughout the state.
Objectives:

Expand and support the availability of Kansas Early Head Start to a total of 1,249 pregnant women, infants and toddlers. (KHSA)

Increase and/or maintain the number of high-quality I/T child care slots available. (KACCRRA)

Provide access to child care information, education, resources and/or referrals to families seeking infant or toddler child care. (KACCRRA)

Expand and support services to an additional 550 families with 687 children prenatal to three years of age through Parents as Teachers. (KPATA)

Provide Healthy Family services to 200 families. (KCSL-HF)

Expand and support mental health consultation services. (KAIMH)

Goal 2: Increase Quality
Increase the quality of evidence-based early childhood services for families with children prenatal to age five that are at risk for school failure.
Objectives:

Provide infant/toddler core knowledge professional development events for 105 child care staff throughout Kansas. (KACCRRA)

Implement and evaluate the KQRIS rating system. (KACCRRA)

Embed inclusion throughout the infant/toddler service delivery system. (KDEC/LT)

Provide professional development to local KELC partners on best practices in screening designed to enhance early identification and referral for children with developmental concerns. (KDEC/LT)

Support and enhance the Kansas Infant Mental Health Endorsement Program, supporting professionals to pursue, achieve and renew their endorsement. (KAIMH)

Goal 3: Increase Collaboration
Evaluate and improve collaboration and service integration.
Objectives:

Maintain the KELC model of collaboration to which all community providers receiving ECBG funds are held accountable. (KELC Project Director/KELC Evaluation Partner)

Develop an evidence-based model for integrated and collaborative screening and referral system that includes family input. (KELC Project Director)

How are KELC Goals and Objectives Measured?
Outcomes of the KELC service delivery are measured and evaluated for effectiveness by our KELC evaluator, Christopher Smith, Ph.D., and the Kansas Children's Cabinet and Trust Fund.
KELC implements components of the Kansas Early Childhood Comprehensive Systems Plan (KECCS)the Kansas Strengthening Families Plan (SFP).
